Abstract

The purpose of this paper is a study of staff working for government Public and reform efforts that have occurred in recent years, many of them have passed the stage of studying the respective cabinet ministers and the challenge before switching to another model in human resources policy in the Spanish administration. A brief history of our civil service system is outlined here. It begins with the approval of the Spanish Constitutional Law and considers the different attempts of reformation. merely including those analysed in cabinets and those published in the Bulletin of Parliament. And far beyond that, it briefly analyses the present situation and the uncertain future of our model Civil Servant, because of the invasion of Labor Laws in the area.
