Abstract: The practice of international peace missions has become a very challenging area of research. They were initially established within the United Nations (UN) system, under the inherent powers provided by the UN Charter to maintain and restore international peace and security. They were called peace-keeping operations, originally without a clear legal mandate, in particular with no clear rules that would govern their activities in the territory where they were deployed. The practice of sending multinational contingents of troops under an international organisations’ mandate has slowly developed over the past fifty years. Not only the UN but other international (regional) organisations have been involved in conflict prevention and conflict solution in different areas of the world. Despite the well-established international practice in this field, there are several legal issues that deserve the proper attention of international legal scholars. One issue concerns the legal basis and justification of sending military troops in a foreign country, without being accused of infringing the sovereignty and territorial integrity of that particular state. Another relevant issue concerns the law applicable to the troops and other personnel (police and civilian) when sent to foreign territories. http://pdfserve.informaworld.com/649349_731198583_905310537.pdfDescription: Review Essay URI: http://hdl.handle.net/2160/4091 Files in this item: 0

http://www.ucm.es/info/revforo/Abstract: The enforement of the status of the ICC takes an important step towards the prosecution of international crimes committed by individuals. The court has jurisdiction under both rights-related crimes as with the international humanitarian law, but the court's jurisdiction is complementary to national jurisdictions. These factors imply important relationships between international law and national laws, particularly in criminal matters, a context typically reserved for national powers. This paper raises and discusses some issues relating to this complex relationship. URI: http://hdl.handle.net/2160/4090 Files in this item: 0

http://www.ucm.es/info/revforo/Abstract: The purpose of this paper is a study of staff working for government Public and reform efforts that have occurred in recent years, many of them have passed the stage of studying the respective cabinet ministers and the challenge before switching to another model in human resources policy in the Spanish administration. A brief history of our civil service system is outlined here. It begins with the approval of the Spanish Constitutional Law and considers the different attempts of reformation. merely including those analysed in cabinets and those published in the Bulletin of Parliament. And far beyond that, it briefly analyses the present situation and the uncertain future of our model Civil Servant, because of the invasion of Labor Laws in the area. http://dx.doi.org/doi:10.1093/jcsl/kri008Abstract: Threats to international security have shifted from interstate conflict to more complex issues. States perceive new threats to security and try to respond to them either unilaterally or through international institutions. The process of defining new threats has emerged after the end of the Cold War, and several international organisations have tried to adapt their institutional mechanisms to face those challenges. The United Nations, as the main universal organisation dealing with peace and security, has also started this process. In December 2004, the Secretary General of the organisation delivered the Report entitled A more secure world: our shared responsibility. This article provides some reflections on relevant issues addressed in the Report. URI: http://hdl.handle.net/2160/4088 Files in this item: 0
